What is the Clearinghouse?

“The Clearinghouse is a secure online database that gives employers, FMCSA, State Driver Licensing Agencies, and State law enforcement personnel real -time information about CDL driver drug and alcohol violations, thereby enhancing safety on our nations roadways.”

Though implementation of the Clearinghouse was January 6, 2020, the rule took effect January 4, 2017. The intent of this rule is to improve safety compliance relating to drug and alcohol testing programs.

Clearinghouse data only tracks when a driver tests positive for a drugs or alcohol or has refused a test.

All CDL drivers should enroll in the Clearinghouse database. For the pre-hire event the driver must give the prospective employer permission to perform a query on him/her.

All Companies who employ or contract CDL drivers must enroll in the Clearinghouse. The Driver Qualification Safety Background Check process now includes a clearinghouse query. In addition to the pre-hire query an additional annual query is required.
